Windrose features four main pirate factions: People of Tortuga, Rogue Buccaneers, Brethren of the Coast, and Smugglers of Port Royal. Each of the factions we have in Windrose has a dedicated NPC trader that sells goods in exchange for in-game currency (Piastre or Guinea).
Faction traders are found at different locations in Windrose, locations that are usually tied to the faction itself. In this guide, we will go through every faction merchant location and how to get their in Windrose.

Rogue Buccaneers Faction Location
Since the maps are prceduirally generated, I can’t really show you the location of these faction shops. What you need to do is go through Buccaneers side quest and it’ll organically lead you to their island. You can also find this faction on Tortuga.

People of Tortuga Faction Location
The People of Tortuga vendor is found in Tortuga’s central market. They have no separate base; Tortuga is the faction’s hub. To reach the location start “How My Sea Adventure Begins” and by the end of the quest you’ll reach the People of Tortuga. This is a main quest and becomes available very early in the game.

Brethren of the Coast Faction Location
This is probably the easiest faction to find in Windrose. It is also located in Tortuga and its NPC trader is in the Tortuga Market as well. Look near the coast for the faction and its provisioner.

Smugglers of Port Royal Location
The Smugglers’ provisioner works out of the hidden “Smugglers Waters” base. The area is accessed by playing the Underground Network quest. The location of the Smugglers of Port Royal faction will appear on your map during the quest.

Each main faction base has Buyer NPCs who will buy loot from players (not vendors). For example, the Rogue Buccaneers buyer purchases animal products (wolf heads, feathers, etc.) for Piastre and the Brethren buyer takes specialty tools.
