Elixirs in The Legend of Zelda: Tears of the Kingdom are consumables that give temporary benefits. These effects include but are not limited to boosting HP, Stamina, etc., increasing resistances, among many others. Creating an Elixir is the same as cooking which is by adding the required ingredients in a Cooking Pot. Elixirs in TOTK generally require you to combine a Monster Part with an insect that you came across Hyrule while exploring. You can essentially toss random critters with different Monster Parts to see what you come up with.
How to Make Elixirs
Elixirs are very simple to make as it is nothing more than cooking essentially. You just need to have the required ingredients, a Cooking Pot, and that is pretty much all! Once you have everything needed, toss the ingredients into the Cooking Pot, and start brewing your desired Elixir.

Best Elixirs
While these are simple enough, not every Elixir is equally good. There are some that are better than the others. There are a few Elixirs that we recommend you to have at almost all the times:
Spicy Elixir | This provides temporary Cold Resistance which is huge if you need to traverse a freezing cold environment. |
Energizing Elixir | You will often find yourself running out of Stamina as you continue to explore Hyrule. To make sure this does not happen, you should try to brew some Energizing Elixir. |
Chilly Elixir | This one is equally good as the Spicy Elixir if you wish to traverse a warm environment. |
Sticky Elixir | Slippery slopes can often lead to Link falling to his untimely demise, especially after it rains. To prevent that, brew some Sticky Elixir. |
