Verdugo is sort of an optional boss in Resident Evil 4 Remake. You will come across it in an Underground Facility in Chapter 10. At that point, you will need to make a decision i.e., whether to put this monstrosity out of its misery once and for all or survive long enough so that you can escape it without a scratch. If you decide to defeat Verdugo, you will be rewarded with an Artifact for your troubles.

The key to defeating Verdugo is to use different Nitrogen pipes scattered all around the area to your advantage. You essentially need to lure it close to a Nitrogen pipe and then freeze it on the spot. Once it is frozen, use everything you have got in order to deal as much damage as you possibly can. Your melee, Rockets, Shotgun, Grenades, etc. are all very good options.
One important thing that you need to keep in mind is that Verdugo does not take any damage until it is frozen with Nitrogen so there is no need to waste your ammo. Once it gets back up, dash to the next Nitrogen pipe and repeat the same process detailed above. Keep on doing this until Verdugo is dead. Also, in case anyone was wondering, no, it is impossible to parry it.
Alternatively, you can just wait for the elevator to appear and you can leave without doing any of this.
When it comes to its attacks, there is not a lot that you need to worry about. It has got a slash attack which you can easily dodge. Other than this, it also has a tail-swipe attack which deals a considerable amount of damage. As long as you are maintaining a safe distance, it should not bother you a whole lot.
