After breaking into the Long Island facility, you need to investigate it without getting noticed by the Society of St. Leopold. As you progress through the area, you will come across a blast door that does not seem to be working. You will come across the blast door after you have obtained the green implant and have proceeded down to the sub-levels by using the elevator. Once you get to a large room, a person is going to try and open the blast door but it will not go according to plan.

You can fix the door in one of two ways. You can talk to the electrician on the side of the room. He will be fixing one of the computers. After a series of successful dialogue options, he will fix the blast door for you.

The second option is fixing the door yourself by completing the puzzle on the control panel. You will find 8 switches on the control panel that you can turn on and off. The goal of the puzzle is to turn on the right switches and output a voltage of 220.

On the left side, turn on the second and the last switches. On the right side, you need to turn on the last switch. The rest need to be off in order to output the required amount.

Once you have done that, interact with the switch on the right side of the control panel and the blast door should open.
