To tie Sligs in Oddworld Soulstorm you need to get tape by pickpocketing sleeping Sligs. Then use this tape to tie them up and permanently incapacitated them.
You can find them sleeping or they could be under Abe’s psychic spell. Approach them quietly and use the press and hold square on PlayStation to steal tape.
Keep in mind that not all of them will carry tape so whenever you find the tape, make sure to use it when absolutely necessary. Once you have tape, approach an enemy, and press and hold square to tie them. If tie up a sleeping Slig, you can still steal tape from them.
