Similar to Duality, the new Spire of the Watcher dungeon has an exotic tied to it. The said exotic is a Solar-energy bow called Hierarchy of Needs. And while it is definitely an A-tier weapon, once you get its Exotic Catalyst, it easily becomes S-tier. But getting that Exotic Catalyst is not easy. In order to get Hierarchy of Needs, you need to complete the Spire of the Watcher dungeon. There is no guaranteed way to get it as it is entirely RNG-based. However, you can complete different triumphs associated with the dungeon to increase your chances. These triumphs include Solo Flawless, Solo, Master, etc. Also, please note that it is not farm-able. You only have one chance per week per character to get it.

As for its Exotic Catalyst, you need to complete the Spire of the Watcher on the Master difficulty option. You can also farm the Master CP of Persys, Primordial Ruin without having to run the entire dungeon. Aside from the Exotic Catalyst, you can also get some high-stat armor, Ascendant Shards, Enhacement Prisms, etc. which are good add-ons.

We recommend that you are close to 1610 PL in order to farm it. It is totally doable at around 1590 but only if you have a competent team that is used to running this type of content while being severely under-leveled.

To complete it, you will need to defeat 500 combatants with it. This can be done at Shuro Chi, the entrance of Grasp of Avarice, Golgoroth, or any activity that you enjoy. Once completed, it gets Emergency Scramble which increases draw/reload for 5 seconds after deploying a Guidance Ring or striking a target with a seeking projectile.
