To get the dagger you need to find the Gimsteinhus area on the map. Gimsteinhus is at the southwest corner of the Vangrinn region. There is an old frozen village in the middle of the swamp.
The first marker is inside a house on the upper floor and you can use the Power of Jotunheim to teleport but you need a clear line of sight. You can get the Great Rune of Perfection from inside the house.
There is another marker on the tree nearby so use the Power of Jotunheim from there to enter the house. Smash the floorboard to access the lower floor. There is a chest behind a wall of thin ice.
Inside the chest, you will find Fenrir’s Incisor dagger.
