Committing any crime like trespassing, assault, theft, or murder won’t go unnoticed in Red Dead Redemption 2. If a witness spots you while committing a crime then he will report you to the authorities. Doing so will put a bounty on you and law enforcement officers will come after you. If a person witnesses you committing a crime and runs to tell the authorities you can outrun him. Meaning that you can catch up to him and threaten him not to tell the authorities. If the person is still keen on telling, you can kill the person when no one is looking so that a bounty doesn’t come on to your head.

If you are witnessed and a bounty comes on to you, you will have to clear your bounty in RDR2. If you don’t law officers will come to take you to jail.

If the bounty isn’t much, one option is that you can target them and surrender. They will take you to jail for a few days and your bounty will be cleared. But if the bounty is higher, the law officers might be a pain to deal with. You can always pay the fine and clear your bounty in RDR2 at any post office be it big or small.
