The outfit consists of 5 pieces: Ocean’s Guardian, Thief’s Wrap, Sly Tanuki, Crooked Kama Headband, and Gosaku’s Armor.
A couple of these pieces are in Kamiagata region, therefore, you’ll need to progress through the game until you reach the 3rd region. The pieces can also be collected after completing the game should you choose to do so.
The following are the locations of all the pieces needed to complete the Legendary Thief armor:
You can buy this blue dye from any merchant in the game after unlocking Gosaku’s Armor.
To get the Thief’s Wrap mask, you’ll need to progress through the game’s story. Continue to complete main missions and optional content and it will become available on a gift altar. You should’ve it by the time you collect the remaining pieces.
This sword kit is found from a Pillar of Honor in Kin Prefecture.
Crooked Kama Headband
This item is located at the very top of the Jogaku Temple. You’ll need to grapple from one roof to another until you reach the very top. Remember that the grappling points are on the corners.
To collect Gosaku’s Armor, you’ll need to complete “The Unbreakable Gosaku” in Toyotama. Completing this Mythic Tale requires you to liberate 6 farms from Mongol. Once you’re done, follow the objective markers to receive it as a reward. You’ll need to do all this as a part of the main quests.
Once you’ve acquired all the pieces, simply equip them to unlock the trophy.
