The Finger of Ruin heavy runic attack for the Draupnir Spear can be found at the Raven Tree in Niflheim. You can head over there, open the chest and get the runic attack. The catch is that you need to kill 48 ravens before you can open the chest.
You will find green ravens all over the world and you can kill them in order to get the rewards. You can also get Breath of Thamur heavy runic attack for the Leviathan Axe with 28 raven kills. Similarly, you can get the Meteoric Slam heavy runic attack for the Blades of Chaos with 38 raven kills. All the chests for these runic attacks are in the same location. So once you have 48 raven kills, you can get all three runic attacks.
