Newcomers to the franchise had some confusion regarding leveling up the season pass. General manager Rod Fergusson cleared things up on Twitter by confirming that players will need to create a new character if they wish to level up the season pass and this will apply to each season pass. So you will need to create a new character every season. The following is what he had to say regarding the matter:

yes to take part in the seasonal questline, mechanics, season journey and battle pass, you will need to create a new seasonal character. Playing campaign with seasonal character (if you so desire or need to finish) will also progress the season journey and battle pass.

Some players, mostly the new ones, are rather upset regarding this news but veteran players know that this was the case in Diablo 3 as well. So this is nothing new for them. This might be something unheard of in other popular games and players are comparing Destiny 2 to Diablo 4, but these are two very different games. While Destiny 2 players did not need to grind from scratch, until recently they did need to grind to increase their power levels every season. Bungie has now gone for a different approach and now players will only need to increase their power level with the release of an expansion.

The requirement to create a new character for every season pass and battle pass in Diablo 4 is going to demotivate some players since they will no longer have the incentive to level up their current characters since they will need to start all over again once the season launches in a could of weeks.
