Arc 3.0 Warlocks are all about spamming their abilities to create a lot of Ionic Traces that refresh those abilities. This should allow you to constantly be Amplified to get a huge speed-boost while chaining Arc all over the place. In this Destiny 2 guide, we have detailed the best Arc 3.0 build for Warlock alongside recommended Aspects, Fragments, Exotics, Weapons, and Mods.
Before we begin, I recommend going through our Arc 3.0 Guide to get a better understanding of new mechanics such as Amplified, Jolt, etc.
One more thing to keep in mind is that Arc Warlock is undoubtedly inferior as compared to Void/Solar. And while it is decent for general gameplay, I would recommend Void/Solar for endgame content i.e., Grandmasters, Master Raids, etc.
For the build, I have also tried to keep the usage of Seasonal Mods to a minimum. This should allow you to continue using the build in the upcoming seasons. With that out of the way, here are the things that we recommend you run:

First of all, the reason why I do not recommend Crown of Tempests is that it is tough to keep up the Conduction Tines x3 in a team-based mode since you need a lot of kills.
The whole purpose of the build is to spam your abilities in order to create Ionic Traces which should refresh those abilities when collected. As you are spamming your abilities, you will also create a lot of Elemental Wells. As for the Fallen Sunstar, it should also grant Energy to your teammates after you collect an Ionic Trace.

In case all of your abilities are on cooldown, you can use something like Delicate Tomb, Coldheart, etc. to make some more Ionic Traces. When it comes to stats, I recommend as much Strength/Discipline combined with T6 Resilience/Reco. for on-level content. For endgame content, however, the importance of T10 Resilience cannot be undermined.
Also, we cannot neglect the speed-boost from being Amplified as it can save your life in multiple situations. Jolt is an incredible debuff as well but it is somewhat situational.
Lastly, you can also use Arc Soul which should get Overcharged after you collect an Ionic Trace. I recommend playing around with them a little to see if they suit your needs.
