In order to start The Highwayman, you will need to find a garage in the Rancho Coronado, Santo Dominago — there should be Guns’O’Rama nearby. Once you are there, interact with the garage door to start a conversation with Jonny Silverhand. After the conversation is done, find a picture of James to learn about his whereabouts.

After speaking to James, you will need to speak to Josie who can be found in the Glen, Heywood. You need to get to the subway station, right next to a fast travel point i.e., Metro: Glen North. Once you are there, you will need to activate the scanner in order to locate some pools of blood. Continue to scan the pools of blood until you come across Josie’s corpse.
From there, you will need to find Josie’s motorcycle and fast travel to to the All Foods Factory — you need to get to the area with a lot of containers. After you get to the garage door, enter the code ‘0214’ to get inside. Now head inside and get the motorcycle.
