You do not want to override the vehicle immediately. Instead, you should listen in on the conversation between the people sitting in the car three times. This will give you access to a secret mission that you cannot access otherwise.
After that, you will get a message from Ashely, and you will gain access to a gig called Moving Heat. Head over to the enemy base and take out the enemies there. Progress through the mission until you get to the parking lot. This is where you will find the Quadra Sport R-7 “Charon”, which you can now steal and own.
