You essentially need to help Bill, a retired NCPD officer, with his new business venture in The Glen, Heywood. Here is how you can complete the New Person, Same Old Mistakes in Cyberpunk 2077: Phantom Liberty.

After completing Waiting for Dodger, you will get a message from Bill. You will need to spend a little time in the game before Bill reaches out so feel free to complete any other missions, sleep, or just free-roam. Once you get his text, you will need to head over to the Glen — directly outside Dogtown. Once in the Glen, you will need to search for an abandoned garage — it should appear as a marker on the mini-map.

You will find Bill in there, selling hotdogs. Speak with Bill to learn why he decided to retire from the NCPD to sell hotdogs. Bill will also reward you for saving his life in the Waiting for Dodger mission. Once you have collected the reward, the mission will conclude.
