After you’ve completed the King Oswald saga, you’ll have to report on East Anglia to Randvi. For that, you’ll need to travel all the way back to your settlement, Ravensthorpe. It’s a long journey but worry not as you can always fast travel there.

After you’ve reached Ravensthorpe, go straight to the longhouse. Once there, interact with Randvi. She’ll ask you to solve a dispute between Rowan and Holger; both of them will be present in the hall when you reach there.
Mane and Tail

Solving the dispute between Rowan and Holger is actually a short quest called “Mane and Tail”. You’ll have to listen to the narrative of both parties and then give your verdict according to your judgment.

Basically, Holger cut some hair off his beautiful horse in order to make a painting brush, which has depreciated its value, and Rowan is now demanding compensation. We supported the narrative of Rowan because he was right to demand compensation. However, it’s a short quest, and your choice doesn’t affect anything to come.

After you’ve solved the dispute between Rowan and Holger, simply go to the room behind the throne to talk to Randvi. After a cut-scene, your pledge to East Anglia will be complete, and that concludes the quest.
