After activating the Eagle Vision, search for a glowing areas where you should be able to eavesdrop on nearby conversations without any problem. While hiding in a glowing zone, find the target who you wish to eavesdrop on and press the R3 button. This should allow you to easily listen on the conversation as long as you are in the appropriate range.
